Amends the Reclamation Projects Authorization and Adjustment Act of 1992 to authorize appropriations for Phase II of the Olivenhain Water Treatment Plant in California (part of the San Diego County Area Water Recycling Project). Limits the federal share of project costs for which funds are made available to $35 million (the current limit is $20 million).
