Children's Health Federal Trade Commission Authority Restoration Act - Amends the Federal Trade Commission Act to repeal provisions denying the FTC authority to promulgate any rule in children's advertising proceedings on the basis of a determination that such advertising constitutes an unfair act or practice in or affecting commerce.
