Considers Celina, Ohio, to be an eligible rural area (until the city's population exceeds 150% of the greatest population an area could have and, in the absence of this section, still be considered an eligible rural area) under the following Consolidated Farm and Rural Development Act programs: (1) water and waste facility loans and grants; (2) emergency and imminent community water assistance grants; and (3) the rural community advancement program.
