To prohibit the use of Federal funds for official travel after Election Day of members of Congress who will not serve as members during the next Congress.

Excludes from such prohibition travel: (1) within a Member's district or state; (2) between a Member's district or state and the Washington, D.C. Metropolitan Area; or (3) within the Washington, D.C. Metropolitan Area.
