Requesting the President and directing the Secretary of Defense to transmit to the House of Representatives all information in the possession of the President or the Secretary of Defense relating to the collection of intelligence information pertaining to persons inside the United States without obtaining court-ordered warrants authorizing the collection of such information and relating to the policy of the United States with respect to the gathering of counterterrorism intelligence within the United States.

Requests the President and directs the Secretary of Defense, within 14 days after the adoption of this resolution, to transmit to the House of Representatives all documents in their possession relating to: (1) the scope of activities undertaken by the Department of Defense (DOD), the Counterintelligence Field Activity, or related agencies with regard to the Threat and Local Observation Notice reports; and (2) the legal authority serving as the basis for the National Security Agency (NSA) or DOD to conduct surveillance and gather counterterrorism intelligence within the United States without warrants.
