Directs the President to submit to Congress a plan for withdrawing U.S. Armed Forces from Iraq, including: (1) a date for an initial withdrawal and the expected time period for completing the withdrawal; and (2) the remaining mission of U.S. Armed Forces in Iraq during the withdrawal.
