Polluter Accountability Act - Amends the Federal Water Pollution Control Act to increase criminal penalties for: (1) negligent and knowing violations of provisions concerning effluent limitations, national performance standards, toxic pollutants and pretreatment effluent standards, recordkeeping and reporting, oil or hazardous substance discharges, aquacultural discharges, sewage sludge, pollutant discharge permits, and dredged or fill material; and (2) negligently or knowingly introducing into a sewer system or publicly owned treatment works a pollutant or hazardous substance known to cause personal injury or property damage or that results in violation by a treatment works of effluent limitations or permit conditions. Amends the Refuse Act of 1899 to increase criminal penalties for violations of provisions concerning the deposit of refuse in navigable waters, injury to harbor or river improvements, and obstruction of navigable waters.
