Catoctin Mountain National Recreation Area Designation Act - Designates Catoctin Mountain Park in Maryland as the Catoctin Mountain National Recreation Area. Authorizes the Secretary of the Interior to acquire any land, interest in land, or improvement to land within the boundary of the Recreation Area by donation, purchase with donated or appropriated funds, or exchange. Requires the Secretary to administer the Recreation Area: (1) in accordance with this Act and the laws generally applicable to units of the National Park System, including specified Acts; and (2) in a manner that protects and enhances the scenic, natural, cultural, historical, and recreational resources of the Recreation Area. Authorizes appropriations.
