Amends the Immigration and Nationality Act to require the Secretary of Homeland Security, in carrying out the State Criminal Alien Assistance Program (SCAAP), to give priority to compensating States and political subdivisions of States: (1) located on the U.S. border with Canada or Mexico; or (2) having one of the fifth largest populations of unauthorized aliens.
Reauthorizes appropriations for the SCAAP through FY 2010.
