Extends through 2009 (currently 2004) the requirement for reports from the Secretary of Veterans Affairs to Congress concerning the disposition of veterans' benefits cases recommended to the Secretary for equitable relief after such benefits were not provided by reason of administrative error on the part of the Federal Government.
