Amends the Ysleta del Sur Pueblo and Alabama and Coushatta Indian Tribes of Texas Restoration Act to decrease from 1/8 to 1/16 the requisite blood quantum required for membership in the Ysleta del Sur Pueblo Indian Tribe in Texas.
