Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a procedure under which, upon the request of an individual entitled to Medicare benefits, the Secretary shall provide for the issuance of an: (1) identification number other than the individual's Social Security account number for Medicare purposes; and (2) an appropriate Medicare card containing such alternative identification number.
