Scientific Communications Act of 2007 - Directs the National Science Foundation (NSF) to establish a program for making grants to institutions to provide communications training to graduate students in order to improve the ability of scientists to interact with policymakers. Requires such program to be integrated with other NSF programs for the training of scientists, such as the Integrative Graduate Education and Research Traineeship (IGERT) program. Requires recipients of grants under this Act to transmit annual reports to NSF describing the operations of the program funded by the grant.
