Commends the American Sail Training Association: (1) for its advancement of character building experiences for youth at sea; and (2) as the national sail training association of the United States.
Encourages citizens of all nations to join in the celebration of Tall Ships Atlantic Challenge 2009 and in the character building and educational experience that it represents for youth.
