Legal Timber Protection Act - Amends the Lacey Act Amendments of 1981 to redefine "plant" to mean any wild member of the plant kingdom, including roots, seeds, parts, and products thereof, excluding any common food crop or cultivar that is a species not listed in the Convention on International Trade in Endangered Species of Wild Fauna and Flora or an endangered or threatened species under the Endangered Species Act of 1973. Redefines "take" under such Act to include the harvesting, cutting, logging, or removing of a plant.
Restates and modifies prohibitions under such Act against the sale or possession of plants in violation of state or foreign laws enacted to protect such plants.
Requires the Secretary of Agriculture to allow public participation in the review of the implementation of plant declaration requirements.
