International Emergency Economic Powers Enhancement Act - Amends the International Emergency Economic Powers Act to increase: (1) the civil penalty for violations of such Act from $50,000 to the greater of $250,000 or twice the amount of the transaction that is the basis of the violation; and (2) the criminal penalty from $50,000 to up to $1 million.
