Children's Health Federal Trade Commission Authority Restoration Act - Repeals Federal Trade Commission Act provisions denying the FTC authority to promulgate any rule in children's advertising proceedings on the basis of a determination that such advertising constitutes an unfair act or practice in or affecting commerce.
