Expresses the sense of Congress that the U.S. government should submit to the government of Iraq a draft bilateral status-of-forces agreement which should: (1) address the sovereign rights of Iraq, underlining that the United States is not an occupying power; (2) address the legal status of U.S. personnel in Iraq; and (3) establish coordinative mechanisms with respect to investigations and operations involving U.S. and Iraqi forces, including civilian police forces.
