Amends prescreening of international airline passengers provisions to extend the Department of Homeland Security 's (DHS) authority to compare passenger information against the consolidated and integrated terrorist watchlist maintained by the federal government before departure of an international flight to any international flight that overflies the United States (Under current law, DHS is limited to comparing passenger information against a watchlist before departure of any international flight to or from the United States).
