Requires referral to the Select Committee on Intelligence of all proposed legislation and other matters relating to appropriations (currently, only authorizations of appropriations), both direct and indirect, for: (1) the Office of the Director of National Intelligence (ONI) and the Director of National Intelligence (DNI); (2) the Central Intelligence Agency (CIA) and the Director of the Central Intelligence Agency (DCI); (3) the Defense Intelligence Agency (DIA); (4) the National Security Agency (NSA); (5) the intelligence activities of other agencies and subdivisions of the Department of Defense, of the Department of State, and of the Federal Bureau of Investigation (FBI); and (6) any successor departments, agencies, or agency subdivisions, and their activities. Abolishes the Subcommittee on Intelligence of the Committee on Appropriations.
