Minnesota Bridge Repair Act - Authorizes appropriations to the Secretary of Transportation for emergency repairs and reconstruction of the Interstate I-35W bridge located in Minneapolis, Minnesota, that collapsed on August 1, 2007. Rescinds the total amount required to offset the new discretionary budget authority provided in this Act.
