Recognizes the historic ties between the peoples of the United States and the Caribbean.
Commends the Caribbean Community (CARICOM) for holding the Conference of the Caribbean, and welcomes the delegation of Presidents, Prime Ministers, and Foreign Ministers to Washington, DC.
