Directs the Administrator of General Services to convey to the city of St. Joseph, Michigan, by quitclaim deed, any interest retained by the United States in St. Joseph Memorial Hall. Requires the city of St. Joseph, as consideration for such conveyance, to pay $10,000 to the United States. Permits the Administrator to require such additional terms and conditions for such conveyance as the Administrator considers appropriate to protect U.S. interests.
