Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide assistance to individuals and households that are required to evacuate their primary residences for a period of two or more days pursuant to a mandatory evacuation order issued by a state or local government as a result of a major disaster. Authorizes assistance in the form of reimbursement for subsistence expenses incurred during such an evacuation: (1) for up to seven days; and (2) in an amount not to exceed the federal employee per diem allowance established for the locality to which a person is evacuated. Provides that: (1) assistance authorized may be for expenses incurred before the date of the disaster's declaration; and (2) this Act shall apply to a major disaster declared by the President on or after September 1, 2008.
