Gold Butte National Conservation Area and Wilderness Designation Act - Establishes the Gold Butte National Conservation Area in Nevada, which shall consist of certain public land administered by the Bureau of Land Management (BLM) in Clark County, Nevada. Requires the Secretary of the Interior to develop a management plan for the long-term protection and management of the Area. Establishes the Gold Butte National Conservation Area Advisory Council to advise the Secretary in the preparation and implementation of the management plan. Designates certain public lands administered by the National Park Service or the BLM in Clark County as wilderness and as either a new component of the National Wilderness Preservation System or an addition to an existing component of the System.
