Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to prohibit any bill, joint resolution, amendment, or conference report designating any direct spending or appropriation as an emergency requirement from being considered as passed or agreed to unless so determined by a vote of at least three-fifths of the Members. Excludes from such prohibition spending for the Department of Defense (DOD) or any spending from a designated emergency fund.
