Amends title XVIII (Medicare) of the Social Security Act with respect to the use of average sales price methodology for calculating payments for drugs and biologicals under Medicare part B (Supplementary Medical Insurance).
Excludes from the manufacturer's average sales price when calculating such payments any customary prompt pay discounts extended to wholesalers.
