Encourages other companies and institutions to protect freedom of speech and monitor cybersecurity issues around the world by encouraging their participation in the Global Network Initiative. Calls on the President, Secretary of State, and the U.S. Trade Representative to make Internet access for lawful uses an important part of U.S. foreign policy.
