Authorizes the Secretary of Veterans Affairs to carry out major medical facility leases in FY2010 in specified locations in Alabama, California, Florida, Georgia, Kansas, North Carolina, Pennsylvania, South Carolina, and Texas.
Authorizes appropriations for such leases.
