Crack-Cocaine Equitable Sentencing Act of 2009 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to eliminate specified mandatory minimum penalties relating to the trafficking in, and possession, importation, or distribution of, crack cocaine.
