Distinguished Flying Cross National Memorial Act - Designates a memorial that is under construction at March Field Air Museum in Riverside, California, as the Distinguished Flying Cross National Memorial, in honor of current and former members of the armed forces who have been awarded the Distinguished Flying Cross. Prohibits: (1) inclusion of the National Memorial designated by this Act as a unit of the National Park System; and (2) the designation of the National Memorial from being construed as requiring or permitting the expenditure of federal funds for any related purposes.
