To provide for an extension of the legislative authority of the Adams Memorial Foundation to establish a commemorative work in honor of former President John Adams and his legacy, and for other purposes.

Extends the legislative authority of the Adams Memorial Foundation to establish a commemorative work on federal land in the District of Columbia in honor of former President John Adams and his family's legacy of public service until December 2, 2013, unless specified conditions are met for an additional three year extension.
