To amend title 38, United States Code, to establish a deadline for decisions with respect to claims for benefits under laws administered by the Secretary of Veterans Affairs, and for other purposes.

Directs the Secretary of Veterans Affairs to make a decision on each benefits claim, and notify the claimant of the decision, by no later than 18 months after the date on which the claim is submitted. Requires approval of any claim for which a decision has not been made by that deadline.
Requires that the Department's Inspector General establish a task force to monitor the process by which benefits claims are decided and to ensure that claims are not denied arbitrarily and are decided appropriately.
