Directs the Secretary of Transportation to complete a rulemaking that: (1) prohibits air carriers from charging fees for carry-on baggage that fall within weight, size, or number of bags restrictions imposed by the air carrier; (2) requires such air carriers to notify air passengers of such baggage restrictions before they arrive at the airport for a schedule departure on the air carrier; and (3) requires air carriers to make available to the public and to the Secretary a list of all passenger fees and charges (other than airfare) imposed by the air carrier.
