Food Assistance to Improve Reintegration Act of 2009 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal the denial of food stamp eligibility for a person convicted of a felony which has as an element the possession, use, or distribution of a controlled substance.
