Increases to 26 the maximum age for certain children eligible for medical care under the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA).
Prohibits the Administrator of the National Aeronautics and Space Administration (NASA) from obligating or expending any amount to support a human lunar mission, including any mission under NASA's Constellation Program. Provides an exception for amounts used to wind down any activity or operations related to such a mission.
