Directs the Comptroller General to carry out a study on the participation of small business concerns owned and controlled by socially and economically disadvantaged individuals, minority business enterprises, and women in procurement contracts awarded using funds made available under the American Recovery and Reinvestment Act of 2009 (ARRA), including evaluating whether federal agencies have met the government-wide goals established under the Small Business Act for procurement contracts awarded to small business concerns.
