Access to Button Cell Batteries Act of 2010 - Directs the Consumer Product Safety Commission (CPSC) to promulgate a standard requiring that electronic product button cell battery compartments be secured so as to reduce access to such batteries by children three years of age or younger. Defines a "button cell battery" as a battery that is 32 millimeters or less in diameter.
