Provides for the conveyance of certain Bureau of Land Management (BLM) land in Nevada to the Nevada Speedway, LLC. Requires the Secretary of the Interior to complete an appraisal of the land and all costs associated with such appraisal to be paid by Nevada Speedway, LLC. Requires: (1) Nevada Speedway, LLC, to pay to the Secretary of the Interior the appraised value of the land; and (2) any costs of the conveyance to be paid by Nevada Speedway, LLC. Reverts the conveyed land to the United States if Nevada Speedway, LLC, or any subsequent owner of such land uses it for purposes other than a parking lot for the Nevada Motor Speedway. Withdraws the federal land from: (1) all forms of entry, appropriation, and disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) operation of the mineral leasing, mineral materials, and geothermal leasing laws. Provides for such withdrawal to have no force or effect if the conveyance authorized by this Act has not been executed two years after enactment of this Act. Terminates the authority provided to the Secretary by this Act five years after enactment of this Act.
