Amends the Immigration and Nationality Act to prohibit judicial review of visa or document revocation. (Judicial review is currently permitted in a deportation proceeding if such revocation is the sole ground for deportation.)
States that this Act shall: (1) take effect on the date of its enactment; and (2) apply to visa revocations under such Act occurring before, on, or after such date.
