Healthy Start Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to deliver commodity assistance to states for their school breakfast programs. (Currently, commodity assistance is delivered to states for their school lunch programs.)
Sets forth the formula for determining the amount of such assistance to be provided to each state for its school breakfast program.
