States that the Secretary of State should: (1) initiate a reexamination of the public diplomacy platform strategy of the United States with a goal of reestablishing publicly accessible American Centers; and (2) taking into account security considerations, consider placing U.S. public diplomacy facilities at locations conducive to maximizing their use.
