Authorizes appropriations for enhancing the integrity of the United States against the threat of terrorism.
Requires such funds to be used by the Secretary of Homeland Security (DHS) to reimburse a state or political subdivision for expenses incurred when law enforcement officers or employees of such state or subdivision receive training to perform border security and immigration enforcement functions.
