Amends the District of Columbia Home Rule Act to reduce from 114 to 70 days after a vacancy occurs the timing for special elections to fill a vacancy in: (1) the Office of the Chairman of the Council of the District of Columbia; (2) the DC Council of a member elected from a ward or elected at large; and (3) the Office of Mayor of the District.
