Common Sense in Consumer Product Safety Act of 2009 - Amends the Consumer Product Safety Improvement Act of 2008 to prohibit considering a sale after the first retail sale or a repair of a used children's product to be an introduction into interstate commerce under provisions of the Federal Hazardous Substances Act concerning children's products containing lead (effectively making children's product lead limits inapplicable to secondary sales or repairs of such products). Prohibits considering a vehicle designed or intended primarily for children seven years of age or older to be a children's product under such provisions.
