Amends the National Defense Authorization Act for Fiscal Year 2010 relating to the authority of the Secretary of the Navy to enter into multiyear contracts for the procurement of F/A-18E, F/A-18F, and EA-18G aircraft to: (1) extend from March 1, 2010, to September 1, 2010, the required date of a certification by the Secretary of Defense (DOD) that certain contract conditions have been met; and (2) provide that such contract authority shall be deemed to meet the requirement that a multiyear contract equal to or greater than $500 million may not be entered into unless the contract is specifically authorized by law and provided for in an appropriations Act.
