Protecting Small Businesses From Costly Regulations Act of 2010 - Prohibits the Administrator of the Environmental Protection Agency (EPA), during the one-year period after the enactment of this Act, from issuing a regulation that would result in increased costs for a small business, unless the regulation is in response to a major disaster, necessary to prevent a major disaster, or necessary to protect human life.
