Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require all House Committees to post record votes on their web sites within 48 hours of such votes.
Exempts record votes taken in executive sessions in the Committee on Standards of Official Conduct.
