Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to increase the composition of the Permanent Select Committee on Intelligence 21 to 22 Members, Delegates, or the Resident Commissioner, of whom not more than 13 (currently, 12) may be from the same party.
