Restoring Essential constitutional Constraints for Libyan Action Involving the Military Act or RECLAIM Act - Directs the President to cease the use of force in, or directed at, Libya by U.S. Armed Forces, unless a subsequent Act specifically authorizes such use of force.
Prohibits any funds available to any U.S. department or agency from being used for such use of force, unless a subsequent Act specifically so authorizes.
